Vidapanakal October 28):
Severe criticism is mounting over the conduct of Revenue officials in Vidapanakal Mandal. Kurva Erriswamy, a visually impaired resident of Kothalapalli village in the mandal, has been allegedly made to run in circles by officials regarding land information. The applicant was left confused and perplexed after the officials provided contradictory and irrelevant answers to the details requested under the Right to Information (RTI) Act.
Mutation Confusion
Erriswamy questioned the officials regarding the land mutation process, asking: "Are 'Chain Documents' (గొలుసు ఆధారిత పత్రాలు) considered standard documentation during mutation, or only the registration deeds? And which law specifies this?"
In response, the Vidapanakal Tahsildar stated that mutation would be done based on registration documents alone.
* However, Erriswamy expressed concern, asking how the history of the property and the details of sales and purchases could be ascertained if the chain documents are not examined during the mutation process.
Mutation Based on Death Certificate!
The report further mentions an alleged irregularity: the grandmother of Chandrababu's father, Narayanaswamy, of Kothalapalli, had passed away. The article claims that mutation was carried out illegally and improperly based solely on the death certificate submitted by the applicant. Erriswamy, who is visually impaired, expressed apprehension that completing the mutation process without submitting the chain documents for the property is nothing but Revenue sorcery (మాయ).
False Sketch, Missing Documents
When details regarding the Subdivision were requested, officials allegedly misled the blind applicant by providing a false sketch of the survey number without submitting certified documents.
* The officials threw up their hands, stating that the documents related to the Subdivision and the land purchase deeds were not available in the Revenue office.
* "The information I asked for was one thing, and the information provided was another," said the applicant, who was left scratching his head over the inconsistent and confusing details.
Lack of Accountability
It is clear that the accountability and transparency of the Revenue officials are completely lacking. Erriswamy alleged that the act of providing "outdated information" to trouble the visually impaired applicant is a display of "Revenue sorcery and magic".
He stated that the contradictory answers clearly indicate a collusion with the involved parties responsible for submitting the flawed information. Erriswamy lamented that giving one-sided answers without clarifying whether the Subdivision and purchase records exist or not amounts to a violation of the Right to Information Act.
Erriswamy is demanding a more in-depth investigation into the matter and appropriate action against the responsible officials.
