Uravakonda, October 11: The CPI district team has demanded that the Pennahobilam Balance Reservoir (PABR) be immediately repaired and filled to its full capacity of 11 TMC. After inspecting the PABR dam on Saturday, Anantapuram district CPI secretary P. Narayanaswamy expressed distress, stating that due to the negligence of the government and officials, farmers in the downstream ayacut are suffering severe losses due to lack of irrigation water.
The team included P. Narayanaswamy, district secretary of the CPI party, district assistant secretaries Chirutala Mallikarjuna and Rajareddy, and district executive committee member Keshavareddy.
Severe Loss to Farmers:
Narayanaswamy alleged that despite the need to provide water to 49 tanks through the PABR right canal, authorities are delaying filling the dam to its full capacity under the pretext of repairs. He criticized that this is causing severe losses to farmers, and the dam, achieved through many struggles, is being reduced to a mere showpiece due to the negligence of rulers. He appealed to Finance Minister Payyavula Keshav, whose constituency includes the dam, to take special initiative to fill the dam to its full capacity, provide irrigation water to the right canal farmers, and fill all the tanks.
Distress over Rabi Cultivation and Aarogyasri:
Narayanaswamy lamented that even though the Rabi season has begun, farmers have not yet received subsidized chickpea seeds. Similarly, he demanded that the government immediately release the outstanding amount of Rs. 2,700 crores to Aarogyasri, a boon for the poor, as private hospitals have suspended services due to non-payment of dues by the government.
Lack of Supervision at PABR Dam:
District party assistant secretary Chirutala Mallikarjuna stated that despite 5 TMC of water currently in the PABR dam, 520 cusecs of water are being used for electricity consumption and released downstream. He alleged that the PABR dam, with a capacity of 11 TMC, has never been filled to its full capacity. He criticized that officials are neglecting to repair the leaks in the dam, and a clear lack of supervision over the dam is evident. He added that land acquisition for filling the dam to its full capacity has not been completed. He alleged that the entire right canal has fallen into disrepair and has been abandoned without repairs. Despite government orders (GOs) to release 5 TMC of water through the right canal to 49 tanks in Uravakonda, Raptadu, Singanamala, and Dharmavaram constituencies, these orders are not being implemented.
Struggle if Government Fails to Respond:
Mallikarjuna warned that if the government fails to respond and provide justice to farmers, and does not release 5 TMC of water to the tanks and the right canal, the CPI party will be ready for struggles on behalf of the farmers.
Criticism of Alliance Government:
District assistant secretary Rajareddy alleged that the alliance government, before coming to power, made 57 promises but prioritized only the "Super Six" schemes, and even in those, it failed to provide full justice to Rythu Bharosa, Vahana Mitra, and auto drivers. He criticized that despite numerous problems faced by the people in the state, Deputy Chief Minister Pawan Kalyan is promoting RSS and BJP ideologies in the name of Sanatana Dharma. He strongly condemned the attack by an RSS member on the Chief Justice of the Supreme Court. He accused the communal BJP at the center of keeping all major institutions under its control and continuing unconstitutional rule.
