Violation of RTE Act Section 17: Physical Assaults on Students by Class Leaders

Uravakonda: Students at the Konakondla Boys’ Residential School in Vajrakarur Mandal are reportedly forced to study in a terrifying atmosphere. Serious allegations have surfaced that class leaders are posing as teachers and subjecting fellow students to harassment and physical assaults. The absence of the Principal and the indifferent attitude of the Vice-Principal have allegedly led to an anarchic situation where rules are ignored.

Disregard for RTE Act Section 17

Section 17 of the Right of Children to Free and Compulsory Education (RTE) Act, 2009, clearly mandates that no student in India shall be subjected to Physical Punishment or Mental Harassment. Violators of this provision are liable for disciplinary action. However, these rules are allegedly being completely discarded at the Konakondla Residential School.

  Atrocities by Leaders: Some class leaders are reportedly resorting to acts like beating, hitting, and strangling fellow students.

  Cruel Punishments: Unnecessary punishments, such as forcing students who haven't completed homework to do 'Wall Sits' (Goḍa Kurchīlu), are being implemented.

  Teacher Negligence: Some teachers are allegedly passing on their responsibility to the leaders, thereby indirectly encouraging the violence against students. Encouraging attacks by students/leaders is illegal.

Unavailable Principal

The unavailability of the School Principal means there is no one to receive complaints and resolve the issues. It is believed that the absence of the Principal is a major factor contributing to the worsening situation.

Vice-Principal's Indifference:

On Monday, when some parents brought the issue of their children being harassed to the attention of the Vice-Principal, he allegedly responded with indifference. Furthermore, there are allegations that the Vice-Principal himself resorts to beating students.

 * Following a complaint from one student’s father, the class leader was summoned. The victim student clearly narrated the details of the assault in front of the Vice-Principal.

  Another student also revealed the facts of the assault in front of the Vice-Principal. Unable to deny the facts, the Vice-Principal reportedly stated that "since there are many students, there might be errors in controlling them, and that he would ensure it does not happen again."


Reporter Obstructed

A reporter who went to the school on Monday to gather information was obstructed by the Vice-Principal. Critics suggest the press was stopped out of fear that the alleged irregularities and cruelty within the school would be exposed. There are also reports that a mother who came to meet her sick child was subjected to restrictions, and she complained that she could not even receive an update via phone call.

Under these circumstances, students are reportedly terrified, expressing that "we do not want this education." Parents and local residents are demanding that the higher education authorities immediately intervene, take cognizance of this violation of the RTE Act, and initiate strict action against the responsible teachers and staff.
