Backward Areas Development Forum Visits Handri-Neeva Project: Expresses Doubts Over PPP Success

In preparation for the Backward Areas Development Forum (VPASV) regional conference scheduled for January 24, 2025, in Tirupati, a delegation today visited the Handri-Neeva Sujala Sravanthi (HNSS) Project, which is considered a boon to the highly backward Anantapur district, as part of their Rayalaseema projects tour.

Analysis of Project Goals and Flaws

The stated goal of the Handri-Neeva Project is to provide irrigation water to 6,02,500 acres and drinking water to 33 lakh people across four districts. However, after inspecting the project, the delegation concluded that this goal will not be met due to the Coalition Government spending ₹3,850 crore on widening the first phase and lining the second phase.

 * Doubt Over Water Delivery: The leaders stated that despite water being released at Malyala for five months, only 20 TMC has reached the district so far. This clearly indicates that it is not possible to bring even 40 TMC during the Krishna River flood season (49 days).

 * Misuse of Public Funds: The leaders criticized that public money has been misused in this manner with no benefit to the people.

 * Depletion of Groundwater: The delegation noted that farmers in the area are complaining that due to the lining of the second phase, they are not even retaining the minimal groundwater.

Leaders' Demands

Speaking on the occasion, the leaders emphasized:

 * The State Government spending thousands of crores on new project names and focusing all public funds on developing Amaravati as the country's development is not right.

 * The leaders demanded that if ₹30,000 crore is spent in the Rayalaseema region, all pending projects would be completed, making the area prosperous, and urged the Coalition Government to move in that direction.

Future Course of Action

The VPASV leaders stated that all these issues will be discussed at the Tirupati Regional Conference on January 24, and a future course of action will be decided to launch agitations.

The program was attended by VPASV State President B. Narayana (Kadapa), General Secretary Dr. Syam Prasad, Kumar Reddy (Tirupati), State Vice President K.V. Ramana, District President G. Narayana Reddy, General Secretary A. Srinivasulu, State Leader Noor Mohammad, National Bahujan Samaj Party Leader Chakali Sriramulu, MRPS Leader Dr. Samrat Madhu, and others.
