'Theft of Passbooks,' 'Harassment with False Cases': Allegations by Advocate Swathi
Ongole/Singarayakonda: The long-running land dispute in Kanumalla village, Singarayakonda Mandal, Prakasam District, has reached a critical stage. Komatireddy Koteswari @ Swathi, an advocate, has filed a sensational complaint with the Chief Minister's Office (CMO) and other state high officials, alleging that local Revenue Officers are harassing her family with record manipulation, theft of passbooks, and false cases concerning their ancestral agricultural lands.
Complaint Regarding the Theft of an 85-Year-Old Man's Records
In their complaint, Advocate Swathi and her husband primarily focused on the ancestral lands of her 85-year-old father, Mannam Kotesu @ Koteswar Rao, and her grandfather, Mannam Ramayya.
* Allegation of Theft: She alleges that critical documents, including passbooks related to Account Numbers 451 and 452, title books (Baitil pustakamulu), and old adangals/pahanis, were stolen by her paternal uncle, Mannam Rangarav, on the day of her grandmother's death in 2006.
* False Entry: She explained that her father’s land in Survey No. 338/3 (0.14 cents) was illegally inserted into her grandfather’s passbook in collusion with Choppari Chandrasekhar, and that these documents were concealed with the intention of grabbing the lands.
Serious Allegations Against MRO Usha: A Conspiracy Behind the 'False Case'?
Swathi raised strong accusations against Singarayakonda MRO (Mandal Revenue Officer) Usha regarding the manner in which an inquiry was conducted, which was initiated following Collector's orders.
> Advocate Swathi alleged that MRO Usha, instead of conducting an inquiry, pressured the 85-year-old man to agree to a partition of the land in S. No. 338/3. When they refused, she angrily threatened, "Get out, or I will call the police." Subsequently, Swathi claims that the MRO filed false cases against her and the 85-year-old under IPC Sections 353 and 355.

'Case Filed Because of Speaking Loudly'
Despite the police report stating 'kicked a chair and misbehaved,' Swathi claimed they have a recording where the VRO (Village Revenue Officer) of the same MRO office, Avala Ramu, admitted, "You didn't do anything; we had to file the case because you spoke loudly." She expressed distress that they and their entire family are being harassed through these false cases.
Even After the Uncle Admitted the Passbooks Belonged to Them...
Swathi stated that during the inquiry on July 3rd, the MRO herself examined the records and confirmed that 'your father is the original pattadar in the 1-B records.' Following this, Rangarav was ready to give a written statement admitting that the passbooks belonged to Swathi's family and that he had no claim to them.
However, Swathi and her husband pointed out that despite this clear confirmation, the passbooks have not been handed over, and the dispute continues unresolved.
'Conspiracy to Protect the Wrongdoers'
Advocate Swathi made a serious accusation that the false case filed against them caused a loss of reputation when displayed in the media, but MRO Usha is 'conspiring to protect the wrongdoers' by ensuring Mannam Rangarav's name is not mentioned anywhere.
In this situation where the 85-year-old senior citizen is unsupported in his quest for justice, Swathi and her husband have appealed to the Chief Minister and high officials to conduct a comprehensive inquiry and take action against MRO Usha, RDO, Mannam Rangarav, Choppari Chandrasekhar, and Choppari Anandarao. They expressed hope that the government will intervene and ensure justice for their family.
